UNION] MANIFESTO TO LEAGUE.

"Le Journal" states that it is reported that the German and Austrian Governments have drawn up a manifesto addressed to the League of Nations asking that Austria be attached to Germany. Herr von Simons and Count Czernin are" believed to be the authors of the document.
