In other cases the relative values of the work should be settled by the employees' trades unions. Married men should be paid children's allowances where equal pay might otherwise lead to the employment of women instead of men. Other recommendations include improved hours and conditions, better sanitation, a minimum wage sufficient to enable single women over 18 to possess decent lodgings, food, and clothes, also fares, insurance, reasonable holidays, and amusements. The committee recommends the State to undertake the direct cost of maternity and widows' pensions.
