GERMANY'S RULERS.
INDICTMENT PROPOSED. (A. & Js.Z.) SEW YORK, March 3. A Paris telegram to the "New York Times" states that Mr Robert Lansing (American Secretary of State) has prepared a pamphlet mercilessly indicting Germany's former rulers. Mr Lansing proposes that the Peace Conference should adopt the indictment.
