Trcpoff, Minister of Communications, has been appointed Premier. There have been strong demonstrations in the Duma in favour of a Parliamentary Government. M. Sturmer is a notable reactionary. A ukase adjourns the Duma until December 2 owing to the necessity of the Government explaining to Parliament all impending problems. This fact necessitates careful consideration being given to them. Sturmer was due to a quarrel with the Duma, in which the Ministers for War (General Shuvayeff) and Marine (Admiral Grigoroviclv) took the Duma's side. The criticism directed against M. Stunner concerned the bad organisation of the Russian food supplies, which had produced famine in some cities. It was also alleged that he was concerned in an attempt to promote a patched-up peace. The crisis has taken the form of a conflict between the members of the old bureaucracy and the elective bodies such as the Zemstvos. The bureaucracy resent the encroachments upon their province of officialdom, which are resulting from the Zemstvos' activities in war work. General A. TrepofT (Minister of Ways of Communications) has won a reputation as the acting head of the Communications Department since the war began. CRUSHING PRO-GERMANISM. CLOSER UNION WITH ALLIES.
