AUSTRIAN EMPEROR.
IN FAILING HEALTH. Australian and N.Z. Cable Association. ROTTERDAM, November 18. Bourse reports state that the health of the Emperor Franz Josef is poor, lie has a serious cough, and is very weak. He receives only two or three visitors daily. The "Vossische Zeitun;," stales that the Emperor, on his Accession Day on December 2, will announce that for the future he will exercise certain Sovereign powers jointly with his Heir-Apparent.
POLISH "INDEPENDENCE."
GERMANY'S PROPOSALS. KAISER STILL WAR LORD. Australian and N.Z. Coble Association. AMSTERDAM, November 18. The Governor-General of Warsaw has issued a decree tiiat il is necessary to incorporate temporarily the Polish Army with the German Army. The decree states that Polish soldiers must swear fidelity to the Polish Fatherland, with the Kaiser as chief T var lord and the monarebs of the Iwo Central Powers as the guarantors of a Polish State.
LUDICROUS SENTENCE.
SULTAN OF EGYPT TRIED. Australian and N.Z. Cable Association AMSTERDAM, November 17. A Turkish court-marshal at Aleppo sentenced the Sultan of Egypt to death, in default, on a charge of placing Turkish territory under foreign domination.
