CALL TO SERVICE.
FIRST BALLOT TO-DAY. MAKING GOOD THE SHORTAGES. We have received the following telegram from the lion. James Allen, chairman of the Recruiting Board, dated last night:— At a meeting of the Executive Council to-day, an Order-in-Council, as required by section 32, sub-sec-lion (7). of the Military Service Act, was passed, empowering tli-e Minister of Defence to issue a warrant authorising the Commandant of the Defence Forces to call up from the First Division of the Reserve, for service with the Expeditionary Force, a sufficient number of Reservists to make good the shortages which have been found to exist in the 23rd and 24th Reinforcements.
Pursuant to this authority, the Commandant lias directed the Government Statistician to call up sufficient Reservists to make good the shortages, and to allow a margin for men found to be medically unfit, and for men who are exempted on appeal. A start will be made with the ballot at 9 o'clock to-morrow (Thursday) morning. No Reservists will be called up by ballot for Recruiting Districts No. 1 (Auckland City), No. 7 (Hawke's Bay), No. 12 (Nelson), and No. 20 (Wanganui).
23RD REINFORCEMENT. CHRISTCHURCH QUOTA DEPARTS. FORTY-NINE MEN SHORT. Although the shortage in the Christchurch area-group's quota for the 23rd Reinforcement was officially reported, on Tuesday, to be 37, it had increased to 49 by the time the quota left for the training camps, last evening. Yesterday 10 men produced medical certificates of physical unfitness, and they were allowed to withdraw. Another man was found to be the father of four children, and he was therefore struck off the roll, while another failed to present himself, and so became a deserter, in which capacity he probably will be called to account.
The quota paraded at King Edward Barracks. It comprised 124 men, besides eight non-commission-ed officers, on probation, for later drafts. Many of the public attended. After they had been addressed by the Mayor of Christchurch (Mr Holland), and by Colonel R. A. Chaffey, Y.D., officer commanding the Canterbury military district, the men marched to the Christchurch railway station, and there joined a special train for Lyttelton. In their march to the railway station thev were escorted by the C.Y.C. and C.D.C. bands, and members of the Citizens' Defence Corps. They were farewelled heartily. The draft was in charge of Lieutenants F. J. Coe and J. Brown, and Regimental SergeantMajor Kennedy. The d"aft consisted of the following men:—

The general appearance of the men was much admired, and they were given many rounds of cheers as they passed through the streets.
