The "New York Tribune's''' London correspondent learns, ; on excellent authority, that German agents asked King Albert to transmit peace terms to the Allies as follows: The Germans to cpiit Belgium and Serbia and to restore Lorraine to France. To pay an indemnity covering the destruction caused by the military occupation of Belgium. The offer is not formal, but is more definite than any previous overtures.
