GERMANY'S SUBMARINE POLICY.
EFFORTS TO RESUME "FRIGHTFULNESS." PUBLIC DISCUSSION IN REICHSTAG SOUGHT FOR. Australian anil X.Z. Cable Association. (Received October 4. 10.2S a.m.) NEW YORK, October 3. A United Press dispatch from Berlin states that it is believed that the efforts of the supporters of von Tirpitz to force a resumption of ruthless submarining against Great Britain will be defeated. As a result of secret conferences of the Reichstag Committee iioav being held, the Tirpitzites hope to compel a public discussion when the Reichstag reconvenes on Thursday, despite the noticeable caution among former advocates of ruthlessness. The National-Liberal leader. Ilerr Basserman, says: "The question of the renewal of submarining must be decided by the Foreign Office, Ministry of Marine, and the General Staff. We wish to live at peace and friendship with America, but there is bitter feeling because American supplies of ammunition permit our enemies to continue the war." Heir Basserman declares that England is Germany's chief enemy, and hypocritically urges the United States to move to restore the freedom of the seas for the purpose of favourably influencing German-American relations.
