(Received November 23, 8 a.m.) LONDON, November 22. • The military expert of "'The Times," Colonel 'Repington, says:— "Now that the' Allied War Council is established,.a question should be submitted as to the strength required for the campaign of 1916. and what each Power's share is to be. Until this has been fixed, recruiting iiinst-.be an uncertainty. The country ought to be told the number of recruits needed, to repair the deficits.''
"The estimate of 30,000. weekly, attributed to Lord Kitchener, probably 'refers to infantry alone.'/
