DEBATE IN HOUSE OP LORDS. -'GERMANY'S! EXTRAORDINARY SYSTEM. LONDON, November 26. The House of Lords debated the spy peril. Lord Haldane said there was no doubt that Germany had organised an extraordinarily intelligent spy system in Britain "lonj before the war.
