HARBOUR USELESS TO ENEMY. NO EFFECT ON POSITION. (Received. October 19, 9.15 a.m.) LONDON, October 18. "The Times," in a leader, says that the German occupation of Ostend is a matter of no importance. The harbour is useless to-the enemy, who will not dare to bring ships into it. If used as a base for-submarines, it would be instantly and effectively tackled. A Zeppelin shed at Ostend would be agreeably vulnerable. The occupation of Ostend lias no relation whatever to the military or naval position from the viewpoint of progress of the w r ar, aaid the matter is not worth a second , thought.
