Matthews, Chief' Clerk of the Justice Department, and DeputyInspector of Prisons, has been appointed Inspector of New Zealand Prisons^"in succession to Dr Hay, who retains "the position of Inspector-General of 'Menlal Hospitals.- Mr Matthews leaves?' for Sydney to-morrow for the purpose of preparing a report upon the prison system of the Commonwealth.
