Chinese troops at Kalgan ambushed and massacred seventy unarmed '' inner'' Mongolians, who were recently serving with the "outer" Mongolian forces. ..■'.;,■■■ The outrage is calculated to seriously hamper Yuan-shih-kai's efforts to settle the Mongolian question. The newspapers point out that the "inner" Mongolians are'perplexed at the present time between the inducements held out by the Urga Government on the one hand, and by Yuan-shih-kai on the other.
