BERLIN, May 1

German balloonists, one of them named Berliner, and two companions, who landed at Perm, in Russia, on February 10, have been sentenced to six months' solitary confinement for obtaining plans of torpedo construction and a description of the forts. There is indignation in Germany, where' it is believed t'hat the flight over the frontier was accidental.
