THE WAR LEVY GROWING.

The Imperial Exchequer is benefiting enormously by the Finance Secretary's clever ruse in promising not to take judicial proceedings against those who had not declared their full incomes in previous years if they now do so, as a patriotic duty. There is every prospect that the war levy will far exceed £50,000,000.
