THE "TOTE" IN VICTORIA. Some country clubs might fit up: a. totalisator at small expense, and by arrangement with the Victoria Racing; Club test its legality, in the event of interference by the police. If the new" reading of the Gaming Act should provecorrect, it opens .up a serious -"situation,, for it would enable proprietary racecourses, equally with those of Flemington and Caulfield, to put tlhe totalisator in force side by side with the bookmaker. —"Age.'' = IN NEW SOUTH WALES.
In other Australian countries, also r the political -method has . been tried with results glaringly unfavourable by comparison with those obtained in New South Ws.les from non-political control.. The tendency of enlightened government everywhere is towards devolution, of great services, but here, the supposedly advanced party is insatiably anxious to have' a political finger in> every pie, and it will not be surprisingto find it grasping for more power over other State undertakings now flourishing under independent management.— "Daily Telegraph." LIBERAL MAJORITY DECREASING.
The longer the Government (the Asquith) delays the smaller its majority becomes,, and the nearer a general election is brought, but that is not the only consideration. At any moment somesmall incident may produce an putbreak in Ulster, and to avoid such a calamity should be Mr Asquith's firstconsideration.— "Evening News" (London). HOLMAN AND CO.
The section which is so keenly critical and suspicious of the Ministry consits of syndicalists; and the pasty may yet split upon the question as towhether strikes or arbitration methods are to be • countenanced. The Labour Conference showed a majority of syndicalists, and demanded the repeal of those punitive provisions of the Arbitration Act which relate to the employees. Ministers endeavoured to have this resolution rescinded, but their remonstrance was futile. Now they have either to sink their own honest opinions or to incur the hostility of the conference. —"Australasian."
