EDUCATION BOARD.

ORDINARY MEETING.

An ordinary meeting of the North Canterbury Education Board was iield this morning, when there were present: - —Messrs T. W. Adams (in the c:hair), G-. Rennie, J. Jamieson, 11. Boyd, C. H. A. T. Opie, J. Studholme, E. H. Andrews, and W.A.Banks. An apology for absence was received from Mr W. H. Collins-.' The Building Committee reported that with regard to incidental allowances to committees, the resolution carried by the board at its last meeting and refer-. red to the committee with regard to the incidental j allowances to Committees, was considered, together with memorandum from the secretary, copies of which, had been supplied to members of the board.: It' appeared to the committee (a) that the board's maintenance account would not bear the strain of an additional grant for incidental allowances to committee; (b) that at the present time the board was undertaking at great expense small repairs which were formerly undertaken by school committees, and which, in the opinion of your could be more economically seen to by t}«sjn than by the board. In these circumstances the committee, recommended the board to make each school committee a special grant: for small repairs at the rate of 1/- per annum for child in average attendanc£, on the understanding ' that the committee will be responsible for small matters such as were expected of tiem under,.. th.e old regulations. It was-of opinion that such an- arrangement .'Wfjulcl not only afford some necessary . to' . the ' works'"" ~ department, but would also be welcomed by the committees, and go far to allay the dissatisfaction that has been' so noticeable of late years.. It was agreed to inform the Akaroa School Committee that the board could not spare any funds at present for" continuing the storm water pipes on the - and that it felt it necessary t'o decline the application froni' adjoining owners for half cost of galvanised iron fencing. , It was also agreed" to let the committee know of, the board 's\iritention to sell, the • old school building, which, however, could be used in the meantime as a drill and lecture-hall for cadets and territorials, unider proper supervision. It was "decided to'make a £ for £ subsidy up to £lO to.the Anama'School Committee, towards *itlie cost of erecting a shelter shed, provided that not iiiore« than £s' was spent out of incidental , funds. , . • With reference to the' grant author-' ised for the Beckenham-Fisherton School, it was agreed to enquire of the'-,' Department whether a mistake had. not been made in striking out the provision ' for drainage and water supply. Mr Boyd brought up the question of .site for .the : new building, which 'he suggested should be nearer the centre „of "the ground than had . been arranged. After consideration, the committee were of opinion that the site already ! selected by members should be adhered to, and about 15 inches taken, offthe • rise, as recommended' by the architect. With regard to the South JSelt School, Mr Andrews reported that, i^company with Mr Jamieson and Mr Opie, he thad ' visited the South Belt Sqhool, where the room now used .by the Technical College was required for . the primary school. It was' ; reco'mihende'd that ; the Technical College Board 'should be informed to this effect,, and asked to have the room renovated, in order" that the board might resume possession on May £ 1 ' The committee recommended that the Heatlicote Valley School Committee should be informed that the board had no funds from which it could make a grant the cost of a swimming bath.- '• - 1

A letter was received from Mr H. W. Palmer reminding -the board of its resolution. to> form the Phillipstown locality into a separate school district, and Asking that this might be done at once, in order that the residents might elect a committed of their own to look after the school. In the opinion of the committee tlie board's decision to make a separate : school district could not be given effect- to until the matters of ' addition to site and . grant for the necessary buildings had been satisfae- v torily settled. > At the St. Albans School .it was decided to, provide a temporary wpoden building in place of the tent now in which the committee ; considered, unsuitable for use in wet and , c,old weather. < Advice had been received that * ; the Department had authorised the erection of a new school, on tlie.understanding,' tliat provision was made for a room for the female assistants and the. medical;, Inspector. It was . agreed to. make • the-'desired provision. regard to Sumner, the architect submitted a sketch plan of the,, proposed additions, giving a new classroom 2Oft by 22ft and porch 16ft by 10ft 6in, with small, connecting Verandah at back. This; was approved, ap- / plication to be made to the Department. . .
