Parliament has been suddenly prorogued and the Cabinet has resigned. The navy loses £6,500,000, as the former Budget automatically becomes operative. The Government had suspended the . session for three days, after the peers had reaffirmed their decision against ' ' the Budget. The action is supposed to be a prelude to the Government's resignation. [lt has been obvious for some little time past that • a crisis in regard to naval affairs in Japan was approaching. Recent cables announced that the Budget Committee of the Diet had voted a reduction of £300,000 in the Naval Estimates, and again that the Budget - Committee in the Upper House had, by 48 votes to .7, recommended a reduction of £7,000,000. Subsequently it was reported that the Lower House ■, had rejected this latter recommendation.]
