The St. Petersburg correspondent of "Le Temps" says that the Tsar has expressed a desire that the Duma should augment to 111,00© the increase of 90,000 in the Russian Army's effective strength, promised to M. DelcassS, whiQh, with the increase already voted, will give 408,000 additional men three years hence.
