SOVIET PLOT IN FINLAND REVEALED IN COURT ACTIVITIES OF OGPU Times Cable. LONDON, Saturday. The Helsingfors correspondent of “The Times” states that at the trial of Erzinkian, formerly a Soviet commercial representative, on a charge of issuing spurious bills, accused’s counsel produced a remarkable declaration signed by eight ex-Soviet representatives abroad, including Beesedovsky and Dimitrievsky. This stated in favour of Erzinkian that Soviet Legations and trade delegations have secret chancelleries controlled by the Ogpu (Russian secret police), where all secret accounts are kept and are non-admissable to other officials. Dmitrievsky, formerly a councillor to the Soviet Legatiou at Stockholm, says the Ogpu annually spends 800,000 marks for secret purposes to Finland. The Third (Communist) International spends huge sums. The Ogpu is paying special attention to Finland because it considers :r. one of the countries which shortly will be ripe for revolution. The Soviet Legations at Berlin and Stockholm have purchased arms for the Finnish Communists.
