LATE AMBASSADOR SEES NATIONS AT GRIP FRANCO-ITALIAN TALK Reed. 9.25 a.m. NEW YORK, Thurs. Mr. James Gerard, who was Ambassador to Germany under President Wilson, expressed the belief today upon his return from France that a new war is brewing between Italy and France. “It is imminent; it is in the air.’’ he said. Asked if France were the aggressor, he replied: “I should not say so. She has too much to remember of the last war, and I think France tears it.” It was reported early this week that the Italian Government had offered to suspend, while the negotiations tor which the naval conference was adjourned were proceeding, the laying down of any/- units of its 1930 naval programme, provided similar action was taken by the French Government. The French Government informed the Italian Government that in accordance v/ith the arrangements already made no ship of the French programme would be laid down before December.
