TRANSPORT BILL PASSED

HITCH IN LEGISLATIVE COUNCIL QUESTION OF PROCEDURE Press Association PARLIAMENT BLDGS., Today. The Legislative Council met at 10 a.m. today, when the Transport Department Bill was introduced from the House and read the first time. When the second reading was proposed Sir Francis Bell moved an adjournment of the debate on the ground that the measure was introduced after the Appropriation Bill had been passed, members being guided by the custom that the Appropriation Bill was the last measure of the session and many having left for their homes. The Hon. T. IC. Sidey, Leader of the Council, declared that there was a precedent for the procedure proposed and asked the Council not to adjourn the debate. The motion was defeated by 11 to 5. After discussion on the Bill the measure was put through its final stages and passed without amendment. The council adjourned at 11.15 until the ringing of the bells.
