SPECIAL SESSION OF CONGRESS FARM-RELIEF AND TARIFF (Australian and N.Z. Press Association) (United Service/ Reed. 9.5 a.m. WASHINGTON, Tues. President Hoover in a message to the special session of Congress on Tuesday recommended the creation of a Federal Farm Board with authority and resources, as a remedy for recurring causes of depression in agriculture, and a limited revision of tariff, with reorganistaion of the Tariff Commission. The President emphasised that no discrimination against any foreign industry was involved in equalising the different costs of production at home and abroad. He said that in determining the tariff, account must be taken of the broad interests of the country as a whole, including American. trade relations with other countries.
