Poland intimates that the manoeuvres of which Lithuania complains are being held farther from the frontier than last year. It suggests that Lithuania is endeavouring to leave the League Assembly to create an atmosphere of insecurity, and thus elude responsibility for the failure of the negotiations with Poland.
