CAPT. USBORNE PROMOTED COLLARD VACANCY (Australian P.A.—United Service) Reed. Noon. LONDON, Thursday. The Admiralty announces that in consequence of Rear-Admiral B. St. G. Collard’s retirement, Captain Cecil Usborne has been promoted rearadmiral. Captain Cecil Vivian Usborne was born in Ireland in 1880. He has had a distinguished career in the navy. In 1915 he invented apparatus which led to the introduction of Paravane mine protection. The next year he was in command of H.M.S. Latona, a mine-layer, in the Eastern Mediterranean. He was engaged in mining operations off the Dardanelles. He became a captain in 1917; Senior British Naval Officer, Salonica, 1917; Corfu, 1918; commanded Naval Brigade on Danube, 1918-19; Deputy Director of Naval Ordnance, 1919; in command H.M.S. Dragon, June, 1921; Officer of Order of Redeemer, Greece; Order of Serbian Eagle with crossed swords; Officer of Legion of Honour.
