Word “Fascist” Not Used Once Press Association —Copyright Vienna, Sept. 12. Dr. Dolfuss, the Chancellor, declaring his policy to a patriotic audience of 70,000, announced the termination of the era of Marxism and Capitalism. Austria, Dr. Dolfuss said, was in favour of an authoritative leadership on a Christian guild base. He praised Prince Starhemberg and Major Fey, leaders of the Heimwehr movement, and hinted at reconciliation with Germany,' which he described as Austria's elder brother. He refrained from identifying himself with any of the existing Cabinet groups. It is generally expected that Dr. Dolfuss’ declaration is the prelude to a dictatorial regime based on the Italian Fascist system. It is understood that if the Austrian Parliament meets again the delegates will be drawn from a list of candidates prepared by the Government and embracing employers, employees, professional classes and scientific and other institutions.
Dr. Dolfuss’ speech, however, somewhat disappointed extremists as he never once used the word Fascism, which Prince Starhemberg has been trying hard to put in his mouth in recent weeks. Instead he adroitly announced that “the death of Parliament” was probable. The reason for avoiding an announcement of a full-blooded Fascist dictatorship was that France had intimated she could not support a Fascist Austria.
