Soviet-Manchukuo relations arc again strained as a result of an incident six weeks ago when Soviet secret service agents boarded the steamer Tungsang in Manchukuo waters and arrested ten Russian emigres, removing them to Soviet
territory. It is stated a Soviet armed detachment crossed Usuri River, forcibly boarded the vessel and carried oil the Russians, including the former Russian Prince Ukhtomsky, who the Soviet claimed belonged to a spying organisation.
Manchukuo authorities claim the ten Russians were employed as a white piracy guard for the steamer with no political affiliations. Manchukuo demands immediate release of the emigres, severe punishment of the O.G.P.U. agents, an apology and Soviet guarantees that there will be no repetition.
