APPOINTMENTS APPROVED BRITISH LABOURITE HONOURED RUGBY, March 11. The King has approved the following appointments: Lord Ponsonhy to be Chancellor o( the Duchy of Lancaster in succession to Major At tie, recently appointed i’osl master-G.eneral. Mr Henry Snell' to be Parliamentary Under-Secretary of State for India, vice the late Earl Russell. Mr John Allen Parkinson to bo Parliamentary Secretary to the Minister of Transport, vice-Lord Ponsonby. The King has been pleased to confer the dignity of a Barony of the United Kingdom upon Mr 11. Snell. The new Baron, who is a bachelor, has had an interesting career. He was born in humble circumstances, his par-mils being agricultural labourers. After, attending a village school he began life as a farm worker.
