THE fact that another revolution has broken out in South America will not create any surprise. for they have been recurrent in that great continent for many years past. It is in the most extensive State of South America that the latest trouble has arisen, and. reports concernin g* the Brazilian revolt speak of it as likely to develop into one of the most hitter wars in South American history. Brazil was colonised in the early part of the sixteenth century, and in 1823 became an independent empire under Horn Pedro, son of the refugee Tvimr Joao VI. of Portugal. the centenary of Brazilian independence being celebrated by an International Exhibition at the capital Olio de Janeiro) in .1232-28. For 60 odd years Brazil continued as an empire, but in 1882 Horn Pedro IT. second of the line, was dethroned, as the result of a revolution, and a republic was proclaimed am 1 a new Constitution adopted. The chief feature of this was the establishment of the old provinces as 21 separate States, selfgoverned except for federal purposes. but with all fiscal matters, tbe maintenance of order, the defence of the country, and the currency reserved to the Federal Government. The execunve authority is in the hands of the President elected for four years only hv the direct votes of all male Brazilians over 21 years of ao'e who can read and write. Legislative authority is exercised by the National Congress, composed of a Senate of 68 members (directly elected by the States for nine years, one-third retiring every three years! and a Chamber of Deputies of 212 members (directly elected, will) minority representation for three years).
