Ambassador Fleurian, at a reception to the French colony on the occasion of the national fete commemorating the storming of the Bastille, in referring to the position in Chfjfca, said the existing system of treaties could not be touched without exposing foreigners in China to the greatest danger. Agitators who excited the good Chinese against foreigners would not engage in the deadly work unless encouraged from outside. He hoped that all the Governments concerned would unite to defend their nationals, not merely now by concerted measures for immediate protection, but in future by retaining the guarantee of the old treaties until China w’as able herself completely to assure the safety of the lives ' and property of all residents of h China. He concluded with a statement that world peace depended oa ’ an Anglo-French entente.. 5
