A Constantinople telegram l states that the Khedive th'e'qpenof Parliament. The Sultan's speech declared that when Turkey was firmly observing the strictest neutrality the Russians attacked her Black Sea Fleet. England and France had also sent troops to her borders, and she was therefore compelled to go to war. The Sultan was convinced that Turkey woujd add fresh victories to those gained by the glorious German and Austrian armies. ,
