The Opposition asked Marquis Kato whether the Government were pledged to return Kiao-Chau to China, and he replied that the future of KiaoChau was unsettled. Japan had not committed herself to any foreign power on this point. The restitution of Kiao. Chau after the campaign was not mentioned in the ultimatum.
