Count lleventlow, writing in the Dustachetafige Zeitung, declares that the moment has arrived for Bulgaria to resume the territory which Servia annexed in the second Balkan war.

The gravity of the situation consequent on Turkey's attack on Russia is fully realised in Sofia, where it is foreseen that Bulgaria will soon lie bonfronted with fateful decisions. Tho majority unquestionably sympathises with Russia. MOBILISATION OF HER SECOND LINE PROCEEDING. NEUTRALITY DEPENDS UPON TURKEY'S ACTIONS. (Received 9.20 a.m.) Romo, November 3.
A telegram from Sofia states that tho mobilisation of the Bulgarian second line has been ordered, the first line having been mobilised. Bulgaria has informed the Entente that her neutrality will not be abandoned unless Turkey attempts to march troops across Bulgaria.
