Mr Roosevelt, in an article in the New York Times,. says that peace treaties are valueless unless accompanied by an international agreement pledging the great civilised nations to support them by united force.

Mr Meyer, Secretary of the Navy in the Taft Administration, declares that the United States' safety cm only be secured by a Navy second to Britain. He urges the provision of four battleships.annually.
