\ [Pbb Press Association. 1 Davmevirke, October 27. Sir James Carroll delivered a political address at Takapau on Monday evening, devoting himself to a criticism of the Government for its failure tofulfil election pledges and for shirking its responsibilities. The meeting, which accorded him a vote of thanks, expressed confidence in the Liberal Party, concluded with cheers for Sir Joseph Ward. In the course of his address, the speaker said that, after 20 years’ progressive Liberal legislation, and counting that they had had three years’ Conservative rule, the Government had not kept its pledges. It professed to abhor borrowing, but had spent £50,000 more on public buildings than on the backblocks roads, and had borrowed fifteen million -with authorities, totalling twenty-eight and a-half million during the last three years. A vigorous land policy had been promised, but not one settler was placed on the land. Arterial railways had been stopped, although in six favored districts lines had been started. No reform of the Upper House kad been devised, taxation was not decreased, nor had the cost of living gone down. The Government had shirked its responsibility by setting up commissions which were not answerable to Parliament. Failure to fulfil its pledges was written across the Government’s term of office.
