(Received 9.55 a.m.) London, October 23. A German who had charge of the telephone switchboard at the Rosyth dockyard lias been arrested on a charge of espionage. The Vorwaerts repudiates the German newspapers' allegations of Allies' atrocities including the gouging out of the eyes of German soldiers. Not a single allegations has been officially established.
