The dredger Pourabbel, sunk by the Emden, was the property of the Marine Board, and was intended to be [Utilised in harbor improvement works 'at Launceston. The dredge, which was built at Glasgow, and cost over £40,000, was not insured against risk. Melbourne, October 22. A proclamation has been issued authorising State commandants', to seize arms, ammunition, telegraphicplants, documents and maps in the possession of suspects. Cabinet has also decided not to allow the naturalisation of any more Germans or Austrians.
