The Cardinal was Secretary of State to the late Pope. He' is 48 years of age, having been an Archbishop at 35. He is supposed to be largely responsible for the ultramontane policy which has adversely affected the Roman Catholic Church in France and Spain. He was born and educated in England while his father was secretary to the Spanish Embassy. The cable message is given as received. It seems to indicate the Cardinal's reappointment under the newly-elected Pope. CHARGE OF MURDER. Perth, Octobei 8. At Lewis Reid's sawmill at Collie, during a quarrel, Thomas Cunningham fired a gun at John Cair, but missed him. The shot killed Michael Donnelly.
