THE DUTCH PREPARATIONS IN JAVA. (Received 10.40 a.m.) Sydney, October 2. By the steamer Tasman it is learned that the Dutch in Java have made preparations to maintain their neutrality. The troops were mobilised and several warships are placed in readiness. Ten big German steamers are sheltering at Batavia.
