♦ ! THE TERRITORIAL STATUS QUO IN THE ORIENT. : A CRAVE DEVELOPMENT. BRITAIN WAS BEHIND THE ACTION OF JAPAN.
(Received 9.30 a.m.) Washington, August 17
The Japanese Ambassador delivered to Secretary Bryan a written announcement of Japan’s ultimatum addressed to Germany, requesting .her withdrawal from the field of activity in China.
Simultaneously Japan communicated general assurances that the interests of the Powers interested in maintaining the territorial status quo in the Orient would be protected to the utmost and confidence developed. Japan did not assure that the ultimatum .had been delivered to Germany., owing to cableijtfficulties, and in order to guarantee delivery asked that a copy he comunicated to Berlin through the United States Government. The United States does not intend to be drawn into the controversy, considering that the Japanese promise of the eventual restoration to China of the territory of Kiao-chau as satisfactory. The ultimatum was received in Washington as one of the gravest 'developments of the situation, bringing for the first time' a great Oriental military power into the range of conflict heretofore confined to Europe.
Japanese action, according to authoritative Sources, was taken on the proposal of Britain, following conforHHI.
