A WARNING TO THE AMERICAN PAPERS. BREACH OF NEUTRALITY. (Received 9 a.m.) Washington, August 14. Orders have been issued calling the San Francisco newspapers' attention to the fact that the sending of newspaper interviewers aboard the German cruiser Leipsig gave every information of the whereabouts of the Canadian cruiser Rainbow—a breach of neutrality. The Admiral commanding the Pacific coast warns the press .that it will be severely deal with in future. , President Wilson and Cabinet are discussing an elaborate cable censorship throughout the United States with a view to preventing breaches of neutrality-. '
