TO STRENGTHEN THE TIES. I By EIiBOTMO TILBGUAPH COPYRIGHT! [United Press Association.] (Received 9.25 a.m.) London, April 16. M. Ernest Lavisse, President of the French League, in a letter to The Times, appeals for the maintenance and strengthening of the Triple Entente. It would first be necessary-, he considers, to arrange a few paltry outstanding questions. It was for England to decide—in view of France's great effort to increase her military strength—whether she ought to increase her own.
M. Lavisse asks, "Has everything been thought out for the eventual employment of armed forces. We may be sure the Triple Alliance has foreseen and calculated everything in view of possible war. Although the Entente worked loyally together in the recent diplomatic crisis, it appeared less united and coherent than the Alliance. The Great Powers aro armed to the teeth and say at present that they intend to keep tho peace, and the Entente's task is to prolong Ithis at present."
