New Zealand cables should be reduced to 2s ,Btl. The Pacific Board has not shown the enterprise that might reasonably have been expected. The laudable desire to abolish deficits had obscured its vision. In respect to larger and more urgent duties, to spend two millions and then leave the cable comparatively idle for two-thirds of the day, was not commercial policy nor common
