SERVIA AND ROUMANIA.

The newspaper Pestihrlap has published the terms of a secret treaty between Roumania and Servia,. which was signed by the Premiers and the chiefs of the general staffs of both countries on June 10 last, Each country undertakes in the event of the other being attacked by a stronger power, to ren'def mutual military help, whilst observing neutrality if the attacking force is equally strong. Servia undertook to place twenty thousand men in the field if Roumania were threatened, -Roumania undertaking to preserve the integrity of Servian territory if Servia were attacked. Eventual peace is only concludable by mutual consent. The treaty is operative for ten years. All disputes between the two countries are to be referred to the Czar of Rus-
(Received 10.30 a.m.) Constantinople, January 8. Enver Bey appointed himself chief of staff. The newspaper “Tallin” states that the high military council has been suppressed. Economies amounting to three mrl : lion Turkish pounds is promised in 1914. Rio de Janiero, January 9. The Government has rejected an advantageous offer from Greece to purchase the Dreadnoughts Minas Gerass and Sao Paulo.
