The Tiryos’ correspondent at Mexico City cables that a desperate situation is developing in consequence of the attitude of the United States, which wishes to freeze out Huerta. The northern disturbances on the whole are not purely revolutionary, but are inspired by desire for brigandage. There have been eases of mutilation, torture, murders, rapine, arson, the violation of women and girls, and the killing of children. The policy of the United States hampers the Government. If the strong hand of Huerta, were removed the result would no appalling.
