Roger Casement and Captain James White, a , son of Field-Marshal White, are helping the Government to form Irish National Volunteers to uphold the authority of the Government m Ireland , countering Ulster. Captain White intends to start drilling the strikers Connolly, the strike leatler, supports the proposal.
