Lord fhinraven, in a letter to the Times, urges that short of the absolute surrender of either side, the only working solution of the Home Rule crisis would be the application to Ireland of the federal principle. If the Lister arguments were good, there could be no possible answer to the same arguments. THE READING BY-ELECTION (Received 8.30 a.m.) London, October 24. ' Home Rule is the leading question at the Reading by-election. Mr Gooch, a candidate, favors special generous treatment of Lister, with special powers on education and finance. Reading was Sir Rufus Isaacs' seat, 'which became vacant on his appointment to Lord Chief Justice.
