Despite some trouble with China, they had been able to maintain peace in the Far. East. He hoped that the alliance would ever promote peace. Just as England owed her industrial vitality to the unassailable strength of her navy, so Japan saw the necessity of bringing up her navy for the protection of commerce, but for the maintenance of peace in the Far East.
