Lord Haldane, addressing the American Bar Association, said that the greatest force actuating mankind iu observing laws was not fear of the law or its officers, Lilt fear of public opinion. The same policy might possibly be adopted in international relations, so that the time might come when the nations would be ashamed to follow ancient methods of settling differences and disputes that individuals had used in recent years.
