It is believed that the object of his visit is to attempt to secure o Mexican-Japanese alliance. The growing friendliness of the Japanese and Mexicans of reent months is causing concern in Washington. It is also suggested that General Diaz seeks certain concessions in return for the Japanese being allowed to use Magdalana Bay as a naval base.
